摘要:Many coastal cities are located within the hotspots of multiple natural hazards. For example, the city of Charleston in South Carolina of the United States is located in high seismic zone and is also under the constant threat of hurricanes. Shanghai and other coastal cities of China also at risk of multiple hazards. The transportation network and highway bridges in these multi-hazard cities are particularly vulnerable to large scale natural hazards such as earthquakes and tropical cyclones (i.e. hurricanes or typhoons). While bridges are typically designed to resist both earthquake and high wind, since the current design codes (both the U.S. and Chinese codes) consider the risk from earthquakes and tropical cyclones, separately. As such, the damage risk of bridges in a region prone to both seismic and high wind are likely to be higher than those bridges that are not subjected to more than one natural hazard. This presentation will discuss the case study of bridges under both earthquakes and tropical cyclones. Specifically, selected cities (e.g. Charleston in U.S.) will be used as case study domains. The damage risks of bridges in these cities due to earthquakes and tropical cyclones will be quantified using a fragility framework. The differences in the true risks of bridges located in cities subjected to only one prevailing natural hazard and multiple hazards will be compared and discussed. In addition, this presentation will discuss a potential approach for considering uniform risk design for bridges under multiple hazards.  If time permits, additional topics such as advanced stochastic simulation techniques for quantifying natural hazards (hurricanes, coastal storm surges and tornadoes and earthquakes) and the impacts of these hazards on the built environment will be discussed. The applications of loss estimation for these hazards for insurance purpose will also be discussed.

 

个人介绍:

Dr. Weichiang Pang is an Associate and Dean’s Professor in the Glenn Department of Civil Engineering at Clemson University. He is an associate editor for the ASCE Journal of Structural Engineering and an advisory committee member to the South Carolina Department of Insurance. He was the past chair of the ASCE Technical Committee on Design of Wood Structures.

He has published more than 140 technical papers and reports. One of his’s project reports, entitled “Rate of Deterioration of Bridges and Pavements as Affected by Trucks” was selected by the American Association of State Highway and Transportation Officials (AASHTO) as the top ranked high value research projects for the Southeast Region of ASSHTO.

His research areas are in earthquake and wind engineering, structural reliability and risk assessment, with particular focus on natural hazards. Dr Pang research involves both experimental (structural testing of building assemblies) and computational/analytical methods (simulation of hurricanes and analytical modeling of collapse risk of seismically vulnerable buildings).

Dr. Pang research funding came from diverse sources which included the National Science Foundation, U.S. Department of Transportation, South Carolina Department of Transportation, U.S. Department of Agriculture, U.S. Department of Education, National Oceanic and Atmospheric Administration (NOAA) via South Carolina Sea Grant Consortium, and various trade/professional organizations (APA, SEAOC and FPInnovations in Canada) and industries (e.g. BMW Corporation, AIG (American International Group) insurance company, Simpson Strong-Tie and Mitek).
